The High King has summoned you for an important meeting, setting a pit to settle in your stomach. Hajime has hardly been seen in the past couple of weeks, since the ending of the Night of the New Sun. What has caused these sudden turn of events and should you be worried?

Hajime | High King
The brindle King paced anxiously before finally settling on a wood-framed couch set strategically on the north side of the room. I groaned uncomfortably beneath his weight, the old wool upholstery making his skin crawl as he fought the urge to itch. Blue eyes scanned the area, noting all the imperfections of the run down furniture and outdated decor. He may not have been a maker, but he certainly didn’t need these old things lying around anymore. It’s not that he didn’t have more important matters to attend to than how the meeting room was decorated, but it kept his mind from focusing too much on the weight of the present.
The present: oh there was so much to do, so many things that needed to be sorted out and addressed. He would be lying if he didn’t admit to being a bit overwhelmed by it all. And the Guides, oh what would they think of him? The new King, having never even called them to meeting once since his father disappeared and he took up the throne. They probably already doubt him and his abilities.
Did he even know what he was doing, though? He knew what to do but how, that was a whole different question. Most successors spent years learning from the Kings, and would not step foot on the throne until their near 40’s; 30’s at earliest. But there was no time to dispute that now, not when he had succeeded Isamu six months ago already.
A pang of guilt and grief touched Haji’s heart. Would he have been proud of him or disappointed in the fact that he had no true idea what he was doing? He would never get an answer to that question.
The creak of the old door broke the High King from his thoughts, and quickly he stood as the King’s Guides entered the room escorted by one of the Help. Out of the usual five, only two had been appointed since his ascension. Maybe it was a sign or just bad luck. ‘Gods, Argus help me,’ He pleaded to himself. He would need it, now more than ever, with what he was about to bring to the table.

It has been 6 months since Hajime’s ascension to the throne, but still he has not called a meeting of his Guides. Just when you are about to doubt his ability to rule, you are summoned to an emergency meeting. The anticipation has you reeling as you make your way to the High King’s quarters. But what, you ask, is the reason for this meeting? What has happened now, that so urgently needs your attention?

'Creak' was... well, it was a generous word to put to the sound, for it was Hoshi who had come barrelling through the door first, and the erratic mare did nothing with subtly. No, she had quite literally struck the door in her excitement, crashing into the meeting room with an orbit of scrolls, tomes and scattered notes steadily circling her chest. Levitating so many items at once was a simple enough task; her telekinesis, while not capable of lifting heavier objects, was certainly fine-tuned. One needed a steady levitation to make precise mixtures of maybe-explosive substances. Orbiting a collection of information was a breeze by comparison.
"Hajime!" She cried, slamming her bounty upon the meeting room table. The silver buckskin paused, and then dipped into what she evidently thought to be a curtsy. "My liege. I'd thought you'd never call us, and I have so many notes, so much data," She sprang upwards so quickly that she achieved minor lift off. "It's beautiful. Let me show you it."
From the pile she'd left on the table, her telekinesis plucked a scroll some twelve feet long. It floated- or rather, snapped as erratically as its writer- to rest an inch from Hajime's muzzle.
"Names," Hoshi breathed, orange eyes wild with excitement. "Birthdates, ranks, place of residence, affiliation, favorite color. I took it upon myself to headcount every. Single. Resident. Of Nariah, and if you'll turn your attention to this graph, I think you'll find that there's an even split between New Generation and Old. An even split! That's unprecedented! "
She leaned in close to her cousin, voice lowering to a whisper. "Isn't that amazing?" A beat. "Oh, what did you call us here for? I'm certain I have data for it. I have so much data."

Marionetta - Hoshi's Echo
Well, to be fair, Hoshi hadn't done all the headcounting. Marionetta's sore hooves were a testament to that.
The zebra-donkey mix stopped at Hoshi's heels, all but hidden behind the Guide save for her sheer girth. The small mare was in full winter fluff, her coat shagged out, a poofy mess in contrast to her meticulously braided mane. It was no small mystery how she managed to see with all the fur hanging in her face. Hoshi was still trying to figure that one out, to be sure.
After a few moments of realization that she was essentially staring at Hoshi's rear end, she took a side-step, her head kept low. She'd known of Hoshi's relation to the royal family, and when her Driven was appointed Guide, she'd known it would lead to meetings with the High King. But knowing something, and experiencing it were two entirely different things. And thus it was that Marionetta was rendered speechless, entirely fearful of saying something to embarrass her idol.
Such was often the case. But luckily, Hoshi chattered more than enough for the both of them in most instances.

Having Been tasked with escorting the Guides to the meeting room Zahara has been slightly nervous. Being the high King had never once called for them before to her own knowledge more so she hadn't seen the high King at all as of let so of course she was worried about him as well. When the silver buckskin Hoshi she believe pretty much busted through the doors she flinched slightly. Flatting her ears slightly the small golden bloody bay mare watched as the guides filed into the room before she made her way inside closing the doors behind them. She turned around bowing her head in curtsy of pure respect for her King. When she lifted her head up her pale eyes tried to examine whether he was well but her sight was poor and she would have to get closer to know for sure but she couldn't do that. She remained by the door listening the rather chatting Mare who had all the scrolls. Zahara was just as curious about why they had been called there.

Hajime | High King
Hoshi entering the room was a bit of an understatement, as it was more along the lines of barged or erupted. Haji was taken aback, nearly flying from the couch as the room filled with the mares rambling followed closely by the others whom he had hardly heard come in there after. "Names, data..what?" It took several long moments to register, as he moved to gather the papers that had flown across the table from forceful excitement. His cousin had always been, eccentric but he had never had much chance to learn just HOW much it defined her. "So you're saying, you took the census counts already?" That only meant it was one less thing from him to deal with.
The king sighed, and with it a bit of tension lifted from his back. "Thank you Hoshi, that will be most helpful." It was only then that he noticed Marionetta; her stubbly stature and thick fur obscured behind the talkative mare. She remained quiet, obvious nervousness in her stance as she held whatever else Hoshi had decided to bring with her. It felt strange to him, that anyone might be unnerved by his presence, but he simply smiled and nodded hoping it would put her at ease. He motioned for the them to sit, each taking a seat at the old wooden table in the rooms center. The surface was soft with age, its imperfections emphasized by its discoloration and texture as he touched its surface.
A sideways glance caught Zahara standing beside the door, her head down as she tried to stay out of sight. Hajime recognized her as one of the Help and a common figure around this wing of the palace. "You are welcome to sit anywhere," he called to her in a soft voice. "You are just as welcome here as the others." He let the moment pass and turned back to his guide and the empty seat where Finnick was to be. Another sigh left him. Perhaps the stallion had given up on waiting but there was no time to delay. There were pressing matters at hand.
"Thank you for coming. We have a lot to discuss."

"Sure did. I mean, not by myself, that would be tedious, you know?" Hoshi replied, casting a proud look to her assistant, Marionetta. Well- 'assistant' was her official description, anyway. Reality was a little more complicated and a lot less kosher, but whatever.
When Hajime stood, Hoshi moved to follow. Her strides were long and sweeping; she could cross a room in only three, easily. Though such a thing had the potential to cause trouble, the mare was deeply in-tune with her body's presence. She had to be. In the lab, a thoughtless bump of the hip could ruin a day's work. Or, you know, cause an explosion. Both were equally terrible.
"What've you got for us?" She questioned, curiosity sparkling in her gaze. She neglected Hajime's offer to sit. While the chairs were essentially couches, just the right height for the average horse to lounge on as naturally as they might on the ground, Hoshi didn't find them appealing. She liked to be on her hooves. She liked to move, to display excitement with wide gestures and hops. Such was her nature.

Marionetta - Hoshi's Echo
Mari was more inclined to sit, what with quite a bit of weight on her hooves as it was. So she somewhat reluctantly parted from her Driven, only just enough to reach the nearest seat, upon which she plopped her rather ample striped behind. Then she flipped open a small notepad, and raised a small piece of charcoal to its surface, the items floating within the alternating blue and pink glow of her telekinesis. She was a diligent note-taker, and in important meetings such as these, she would certainly write down whatever information seemed important. She knew Hoshi's mind was always abuzz, and ever feared something would get lost between her little (at least, compared to Mari's own) ears. Her expression was a mess of hidden nerves, and squealing joy that Hoshi had looked proud of her. Not quite the best poker face, this one. At least much of it was hidden below the poof of hair that hung down over her face. And now off her hooves, it was amazing how incredibly round the small thing was. Practically spherical! Ears perking up when she heard the King speak to her Zahara hesitated for a moment. She hadn't expected it but nodding her slight in acknowledgement she took the opportunity to get closer though it still wouldn't be close enough for her to see clearly. Slowly moving over to on of the couches that farther away she took a seat. She felt a little out of place but she pushed the feeling away and turned her eyes to look at the two mares. The smaller one had taken a seat but other did not which she could understand. Seating on these couches often made her feel a little uneasy but she did like the soft feel of them under her body. Of course when the King had spoken again Zahara's eyes turned to him with her eyes perked forward. What was it they had to discuss she wondered? Was she going to be of any help here at this meeting? She was sure but she was going to do her best to do whatever she could for her king.

Hajime | High King
There was a long silence as Hajime felt the curious, anxious eyes of the horses before him. They bore into his pelt, searing his already meager confidence with questions and concerns. Had he not been laying eye's on the trio, the stallion would have sworn the whole herd had been looking at him; and in a way they were. They all wanted to know, wanted answers to their questions: about his father, his absence, the outside world. It was all becoming overwhelming. Only hours ago he had nearly laughed at himself. He had begged his father for more responsibilities, after all he had been at Isamu's side since the day he could walk. If only he knew then...But there was no time for such thought anymore.
Carefully, the King raised his head to meet their inquisitive gaze. If all else failed, Hoshi would at least be ready to step up when he needed her to. "I have called you here today because we are expecting some guests." He allowed the words to sink in. It was rare for Breim to accept outsiders without good reason and only then it was one, maybe two who carried the messages of the other herds. "Last week, I received a letter from the Serora herd requesting aid. It seems that the droughts of the south have lasted much longer than usual leaving little to eat. To put it simply, the crops are failing."
Breim itself had little to offer in the way of food but medicine was another story. Haji had thought of turning the Seroran's down even, despite their treaty, simply for the fact that Breim could not spare much food unless it was to take from the rations of its own citizens. It would not be a popular calling on the part of the Royal Family, even though the southern pegasi were nearly worshiped by the Old Generation. "The Serora's are sending a party to Nariah in hopes we can find a solution that works for both herds. This is our first order of business."

Finnick | King's Guide
The hippocampus stallion was going to be late and he knew it. To be honest, the king had never called on his guides before, and Finnick had underestimated how long it would take him to get where he needed to be. Of course there were the nerves too, they had slowed him down. But now, being late only brought out his nerves more. So with as much finesse as he could manage, the steel stallion trotted through the palace and neared the room to where they had been invited.
Finnick slowed his trot as the room grew nearer and he saw the door and each line of grain in its wood. A deep breath rattled his lungs as his ears perked. He heard voices within, but it was a mare's and it seemed very excited, it was a reply to a comment by the King he guessed. He opened the door first to a crack and then so that his entire body was standing within the doorway as he heard the King speaking of the reason they had been called together. No one seemed to notice his presence, but he took note of them and of the words being said. This was certainly an important issue, and it inspired confidence in Finnick that Hajime had decided to call the guides together. Finally.
When the King was finished, Finnick finished pushing his way through and offered a deep bow in apology for his tardiness, "Apologies, my liege," he said simply. "Timing does not seem to be my strong suit, I hope to offer guidance that is better than my own scheduling." He waited for the King to acknowledge his presence and perhaps forgiveness for his mistake. The stallion didn't want to intrude, but his features showed his eagerness to take part in this meeting and the importance that he could already see in the issue. Finally, there would be something that he could do to try and help his herd towards the light.

"Wait, what?" Hoshi's bouncing came to a screeching halt, and so too did her jaw go slack, mouth hanging open and large central incisors on clear display. She seemed to be quite literally rewiring as the King spoke, missed connections and wrong signals flickering through her overloaded synapses.
She'd misheard him. Obviously, that was the only reasonable conclusion-
Serorans? Coming here for FOOD? She'd always known her cousin was bad at jokes but this wasn't even in the realm of 'so bad it's funny', this was just BAD-
No, he was definitely serious. Fuck.
"That's IMPOSSIBLE." She squawked at last, stomping her front hoof for emphasis. Her tail lashed so hard that it came free of its saffron ribbon, the bit of cloth fluttering to the ground as her wild, silvery curls flung left and right like an agitated cat. "The whole herd operates on very precise rations! I've calculated! We have just enough food to feed every stallion, mare, child and miscellaneous companion animal, but we can't stretch it to another whole herd. No, that's a WAY bad idea. It's just- we can't!"
Her black-tipped ear swiveled as Finnick made his entrance, but her eyes remained on Hajime, wide and bright. "I mean, I know we have a treaty but ain't no where in the fine print does it say we have to starve ourselves to help out horses who WILLINGLY LIVE IN A DESERT. ... My liege. There's got to be another solution, I'm sure there is, there's always another answer to every puzzle-"
Wait.
"OH," She squealed, hopped, and spun in mid-air to face Marionetta, as though the zonkey were solely responsible for her epiphany.
She whirled upon Zahara next, squishing the little mare's cheeks with a bright aura of orange telekinesis. "I've got it!"
To Finnick, their foreheads mashed together as she cried with unadulterated glee, "I know what to do!"
And at last she spun to face her cousin. "We can't give them food, but we can give them land! We can loan them a portion of the Vastlands! They can cultivate their crops there- I mean, it's not like WE'RE using it, am I right? - and we don't have to waste away over a treaty."

Marionetta - Hoshi's Echo
The small zonkey was quite used to Hoshi's outbursts, making her perhaps the only one to not show surprise at the guide's whirling and twirling. She merely picked up the lost ribbon, folding it up and sticking it in the pages of her notepad. "Uhm," she spoke up nervously, raising her nub of charcoal like one might raise a hoof in a classroom, "If we go w-with my mistress' idea, I know of some herbs that will make their bellies feel full. You k-know, while they wait for the crops to grow. A-and with p-proper care taken to vitamin supplements, we could sustain them u-using minimal food. Unt-til the crops have reached a harvestable state, assuming t-the use of plant manipulation to speed growth."Despite her damnedable stutter, she was fairly confident that her knowledge would prove useful. She hadn't spend all those nights poring over textbooks on herbology for nothing. And being Hoshi's Echo, her knowledge would only serve to brighten Hoshi's star. "A-and there's a certain combination of herbs that help strong plant growth when mixed in with the compost. I use it in my h-herb garden all the time."
She was on a roll. Well, figuratively. Though she was probably round enough to literally roll as well.

Listening to the king speak her ears perked when he spoke of Serora coming here. Opening her mouth she spoke softly. "I would be more then happy to meet them and guide them here if needed, my liege" Zahara was more then happy to do anything if it meant she could be of help to in some way. She wasn't sure she could do anything else. Of course her attention was grabbed when the door to the room opened again and the stallion Finnick came in. Zahara stood up for a moment and bowed her head slightly in greeting before sitting back down. Though of course when Hoshi spoke out saying it was impossible her ears flattened. Watching the mare go on about why it was bad only to become startled with wide eyes when her cheeks were squished by the mare's telekinesis. It scared her a little she wasn't use to something like that more so with her poor eyesight. Blinking her eyes she shook herself for a moment to refocus when Marionetta spoke. It was a good idea they had come up with.

The steel stallion slipped further into the room as he listened to the commotion going on around him. He was quite shocked by the behavior of a horse that he recognized as one of the other guides. Hoshi, if he remembered correctly. But while he was silent and still on the outside, showing surprise only when he was nearly bowled over by the mare; on the inside he was thinking. Once the ideas of many of the others had been given, he brought his voice up and his ideas out.
"My liege, and my fellow guides. I agree that letting the Serorans use some of our uncultivated land may solve this problem without lessening the rations of our own members, but we will still have many horses to convince of the decision. Nearly half of our population is incredibly distrustful of outsiders, and they would sooner believe that the Serorans will sneak into our tunnels and wreck havoc on our kingdom than simply and peacefully cultivate the land. We will need to show them that there is nothing to fear or they will think us traitors for putting them in unnecessary risk. More ambassadors from Serora will need to come and live among us or speak to the herd; that their fears may be slighted some."
He stepped forward more, finally situated at what would be his place around the table. A feeling of goosebumps fell down his spine. This was the first day that he had truly felt like a guide, the first words that he had said that might affect the herd, the first meeting of five minds trying to come up with the best solution. Now the hard part was likely to commence.

Hajime |High King
Hoshi's rant was not exactly unexpected, but her voice carried over everything and everyone in the large room. It made Hajime's ears hurt. Did she always have to yell?
"I understand your concern Hoshi," he kept his voice even, calm, but loud enough to carry over her ranting. "I-" Just as he was about to speak, Finnick's solid form cantered into the room, his firm bow reciprocated with a light acknowledgment of the High King's head. Now that his second guide was here, perhaps thing would go smoother. Turning back to Hoshi, Hajime continued to drink in her words until the hyper mare finally seemed to settle; smoothed out by her assistance's few comments. Finnick's own input seemed to support Hoshi's idea (in a way), as did the subdued words of the Help, Zahara.
Hajime allowed himself to sigh a bit, nervousness re-awoken in his belly. Had they already decided what they wanted? Was it really just that simple?
"Hoshi," Blue eyes raised to meet the mare. "I understand your concerns about the food rations and what you have said DOES make sense. However..." An exhale cleared his thoughts and readied his courage. If he was going to be King, he needed to be strong. Not just now but here on out. "Growing crops takes time, even with magic. We could support the Serora's with medicine as Mari suggested, but by the time the crops have reached harvest the drought may have already passed. What farm-able land is available to us is already being used and if there is more that we are not using, we should be pushing to grown our own herds crops there."
"Not only that, but over half our food is brought in by trade from other herds. If the Seroran's are to reach out to any of them and succeed, our own trade will likely be lessened in the process anyway. Perhaps instead of simply giving the Seroran's the land we share it with them. Find the best area to begin farming and split what grows among us? Finnick also makes a good point that whatever we decide, we will have to convince the herd of. We have never allowed emmissary's within our boarders and have never sent any out aside from one: a representative in Aodh."
"Which brings us to our second topic: creating Consul's."

"Sharing could work." Hoshi relented, setting two hooves upon the table. Just like that, it seemed that her mania had passed and she'd become calm. A welcomed, if fleeting, state of being; her batteries never took terribly long to recharge. "We have people farming in the western bay area. Not too many sinkholes out there- actually." As she paused she telekinetically plucked Mari's charcoal from her grasp and pointed it at the map spread across the table, the tip hovering over the bay in question. "The Labyrinth doesn't reach that far, so they'd be safe enough from mishaps."
She swung her head to look at Finnick and nodded, showing that she'd heard his words and agreed. "Good idea. Breim won't ever grow if we don't start reaching out. Beyond making the populace feel at ease with the Serorans, having the Consuls reinstated will provide opportunities we've lost since the God's War. Certianly our trade relations would strengthen... new knowledge would be acquired... maybe even make peace with Aodh. HA," She barked a great laugh that bellowed across the room. "Just kidding. I mean, maybe, in a few centuries."

Marionetta gave an annoyed snort when her charcoal was taken, snapping her notepad shut. If Hoshi later complained of having inadequate notes, the zonkey would have some choice words for her. Or, more likely, a few stammered attempts at language before it devolved into something not appropriate for young eyes. "If I m-may, I can produce a truth serum. Well, that n-name is misleading, it s-simply puts the user in a semi-sleep st-tate that lowers the ability t-to use higher cogn-nitive functions such as l-lying. Thus m-making their statements more truthf-ful. Us-sing it on prospective c-consuls may s-sway the population into believing their l-loyalty remains w-with Breim. Or we can require it a-as a condition to allow out-tside emmisarries in."It wasn't an easy mixture to fix up, and the herbs for it were painfully rare, but desperate times called for desperate measures. And if she couldn't give her best to support Hoshi's friend and leader, she was a poor Echo indeed. "It isn-n't a perfect solution, but-t it might ease things al-long."Argus damn her stutter. Finnick listened to the others speak, Hajime offered substance to Finnick's own doubts, but the subject quickly changed to something that was perhaps even more pressing. Consuls. His mind turned as he thought of what they could do to make the people of Breim trust a consul or be willing to be one. He listened as Hoshi joked about gaining trust in the Aodh and then as Marionetta spoke of a truth serum. The idea openned up an uncomfortable pit in his stomach. Finally he spoke again, not quite having a firm grasp on a solution, but having strong objections to some things that had been suggested.
"Though it could possibly offer some comfort, a truth serum... its a large grey area. Our people may like that they can be sure they are getting the truth, but they are not above taking advantage of that. A consul from another herd would be unlikely to accept the terms of such a truth serum unless it was common practice and fully understood, mastered, controlled." He stopped, collected his thoughts again, spoke, "I feel that we need to rely on trust, in a truth serum there is no trust, there is a lack of it, supplemented by the knowledge that one cannot lie. It is trust that we need to build." For a moment he looked down at the table but soon looked up at Hajime again, finally with a suggestion that he felt might offer at least an option of a solution.
"The youth are the most trusting, in our own Kingdom certainly, in others, quite possibly the same. I'm not sure what everyone would be comfortable with ,but I feel as though that is where we must start, with the youth. They build trust and they could pass it on to the others."

Zahara listened back and forth to everyone's conversations on the matter. While she wasn't really up to the all of this but she was sure if she even had anything she could offer here. Thinking carefully about it Finnick was right about the truth serum being a bad idea. Trust was a big thing that was needed and the herd needed that the most. "If I may I believe that just is a very big key to keep in mind as well." She spoke out softly when she was given the chance. Closing her eyes for a moment she thought more on it before she opened them again and spoke once more. "We should use the land to expand our own crops and the herbs I think could be of help as well. " she told them she wasn't sure if what she said was helpful she figured it was best to speak then keep it all to herself in the end. Looking to each of them she of course waited to hear what else they all had to say.
