Nagisa had been cooped up in her office all day working diligently on the various legal issues that had found their way to her desk. Aquore was still in a state of unrest and the effects of the recent execution of the vile feathered assassins, which Nagisa had helped seen to, were yet to be determined. Only time could tell if the decision was a step in the right direction. God she hoped it was, but ever since the last solstice, her people had become unpredictable as many had fallen out of the light of the Wave Mother. Someone had poisoned their minds while she wasn't looking and it pained her greatly. She wanted -needed- answers, but she would drive herself mad looking for them so for now, she focused on her work, one case at time, whatever she could do to restore some sort of order to all this chaos.
The grulla mare looked up from her desk and sighed. There was so much work. Stacks upon stacks of papers were scattered neatly across the desk, the floor, the chairs, shelves... the whole room was an organized mess that looked more like a model city of Inaria than an office. Nagisa hated the clutter but it was something she had to put up with for being such a popular councilor.
Just then, a knock came at the door.
"Come in, and watch your step."
It was one of the errand boys with a new box of papers. "Afternoon Councilor, this 'ere just came in from the Inti farming village."
"Wonderful." As if she wasn't drowning in work already. She supposed she could pass it on to another councilor, lesson her load, but what kind of message would that send? That Nagisa Marinus was less than exceptional at conquering challenges? No, that would not do. Besides, the other councilors were likely swamped as well. "Just set it over..." There had to be space somewhere. "Just set it over to your right dear, I'll find a proper place for it."
The errand boy did as he was told and left Nagisa alone again with her hoard of parchment. She stared menacingly at the most recent addition from across the room, willing it to go away. It was the last straw. The new box tipped the atmosphere of the office to unbearable.
That's it! Time for a walk.

notes: I figured a time shortly after the events of chapter II would be a good place to start
